Have you managed to get a heap dump to see what is holding on to the memory. For us these instances have usually lead to certain problem screens which once redesigned have alleviated the issues. The biggest culprit has been embedded databrowser plots set to have very large buffers and disabled preference "automatically fetch data when buffer is full"...I know this is too specific and might not be very helpful to you. Also, we have been encouraging screen designers to open files is same plot to minimize the number of open screens (although this suggestion has only been partially adopted).
