With the --launcher.openFile option, the launcher tries to locate an already running instance. If found, it asks that instance to open the file. Otherwise it starts a new instance of CSS. How the already running instance is located depends on the operating system, but basically it looks for a window with matching name, and then sends a message to that window, for example an X11 message on Linux. That's also why the product name must be set correctly, see http://cs-studio.sourceforge.net/docbook/ch29.html On our Linux setups, it works for a little while.
