[Cs-studio-core] New spec: Connection flag and alarms with pvmanager

Hi all,

I created a new spec for how pvmanager alarm/disconnects should be displayed to the user:

Since in pvmanager there more cases than utility.pv, we should define the proper display and have everything consistent.

If you are interested in the topic, please Watch it. I'd like to reach a conclusion in 2 weeks top so that we have time to implement it.
