Fix test so it works if schema hasn't already been loaded...

/tests/testOfCSRSSDB.php:
	* setUp():
		-- run load_schema in a try/catch outside of transaction.
		-- NOTE::: this makes running tests on production data destructive,
		especially if RSS data already exists in the db.
