[Cs-framework-info] CS Version 3.21

Dear Colleagues,

version 3.21 of CS is released to SourceForge. After the previous release 3.20 for LabVIEW 2009, we decided to replace most of the VI-templates by reentrant VIs, see http://wiki.gsi.de/cgi-bin/view/CSframework/CSReentrantVisAsThreads. 

This is new release is fully backward compatible (you may still your classes based on VI templates). It is mainly motivated by speeding up the process of creating objects. Further changes are not foreseen in the near future.
