[Cs-framework-info] CS-V3.00_pre-alpha1

Dear Colleagues,

after quite some work, we have a pre-alpha version of CS-V3.00. There
are quite some fundamental changes. The most important ones are:

- re-implementation of the communication layer by using DIM
(www.cern.ch/dim)
- new: Domain Management System for remote process management
- new: CS Access System for locking sub-systems (or CS objects).
