#19 CEL - Configuration issue even when cs-config found.

I am creating an rpm spec file for cel and am getting the following. It barfs even when it pulls in and detects my CS 2.1 build that resides in a local RPM repo.

Attached is the cs-config-2.1 that is part of my CS 2.1 build.
