[Cryptotw-usage] GPG version survey

Currently GPG is supported from the dll, back to 1.0.6, while GPG is now
at version 1.2.4.  While there is no direct intent to break
functionality, going forward it's a realistic possibility.  What
potential problems could occur in the installed environments?  Are there
features in the new 1.2.4 that would be useful in the dll?  =20
