#3 IV_MODE_SECTOR patch for 2.4.16

The original 2.4.9 patch that comes with cryptoapi
2.4.7.0 does not easily apply to the 2.4.16 kernel.

This patch is pulled from my working 2.4.16 kernel. It
seems to patch a 2.4.17 kernel as well (with offset),
but I have not tested it.
