[CryptoAPI-devel] Config.help updates

Ok, updated a few things via suggestions by various folks on the ciphers
Config.help, and created a Config.help for the digests.  Again,
comments/flames welcome.  If there aren't any more glaring issues i'll
commit these early next week.

on a side note i'm waiting back for an e-mail from the DFC people, i
couldn't find information on what kind of license it has.
