#5 Open or semi-open subscription

Currently, all members must be added by an administrator. A
configuration option should allow users to
automatically subscribe
themselves to open lists by sending a control message.

A possible 'semi-open' subscription mode might allow
members to
be added after a sufficient number of nominations by
other members,
or through some kind of voting protocol.

Users should also be able to unsubscribe and change
their delivery
means (eg, email address or reply block) and perhaps
key without
administrative intervention.
