Good point, but I'm interested in this as well. We require that all code compiles before being checked in. So, regardless of who changed it, the last person to checkin the code is the owner. Sometimes more than one developer will checkin during the quiet period, and we've had a situation where the build wasn't fixed because everybody thought it was someone else's fault (and because the build was broken, nobody was updating from cvs, so they could all say WOMM).
