#5 tcpdump option

For the NFSv4 testing, when bugs show up in the tests,
the developers sometimes like seeing the test re-run
with tcpdump set up to collect data on the buggy
interaction.

We need some way to flag a given test run to include
additional instrumentation. Perhaps an option to
queue_package?
