documentation/README states:
CRRCsim can optionally be linked with the CGAL library (http://www.cgal.org). Parts of this library are licensed under the QPL which is incompatible to the GPL. Therefore, as a special exception, you have permission to link this program with the CGAL library and distribute executables, as long as you follow the requirements of the GNU GPL in regard to all of the software in the executable aside from CGAL.
However, the CGAL web site says (http://www.cgal.org/license.html):
Some parts of CGAL are available under the LGPL, other parts are under the GPL.
Apparently the licences changed in version 4.0 (version 3.0 was the QPL one). So I think this is a documentation/licencing bug, it shouldn't be necessary to have that last licensing clause on the README.
