These are easy to include right in your arifacts folder.
If you want them to spawn in the random_artifacts table you will need to open treasures.trs and find the entry, treasureone random_artifacts and follow the shown syntax to add to the list.
Any questions ask them here and I'll walk you through it.

Am I misunderstanding, or is the value too low? It says 4000, but I see other armors having tens or hundreds of thousands of value.
Balance seems reasonable at first glance
I'm not sure I understand the lore behind this artifact. Does "machine armor" and "the empire" refer to something outside trunk, or is it just something esoteric that I'm not aware of?

Should be using armour and similar references. At the moment I am not finding the exact reference to clarify on this - but the discussion and decision centered around price and prize -- which word to use for describing a reward at the end of a quest.

The way I'm using it is as a reward in my new arena which has been styled to be the Technomancers Island.

I would suggest perhaps keeping the name to something like just "machine armor", unless it's introduced as part of an overall technomancer-specific patchset.
Me personally, I would probably rather see CF stay as fantasy only, without the steampunk concepts, but I'll acknowedge that it could concievably be done without disrupting the atmosphere too much.

I can understand wanting to stay purely fantasy, though the lore does reference the possibility of some sort of undefined tech that doesn't mean anything specific like mechs or spaceships.

Price and prize? I'm not sure I know of any case where "price" is used to describe this. Is it some dialect or english variant I'm not familiar with?

The Bloodreaver face looks nice, but I don't see an .arc file for it.
Bloodreaver and similar items are already in Crossfire trunk.

Perhaps they just need to be worked into treasurelists or quests, so they show up in gameplay?
I can submit the change I made to my .trs which includes those in the random_artifacts table if that would be helpful.
