[Cronometer-development] Commit log text and JIRA bugs

Just as a matter of policy, can we agree to put any bug IDs that are
affected by a commit in the CVS log statment?  If we do that, JIRA
will pick them up automatically and make a note of them in the bug's
log, allowing us to keep a handle on what we've done that affects
them.
