Could any of the native German speakers on this list give me a series
of substitutions that would convert the "germanl.Z" (gzip file) found
into a utf-8 file with single characters replacing the ASCII
representations? I have:

our mailers don't change anything.)

the list of substitutions you've sent should work as intended and is
complete from my perspective.
However, the word list you linked to is quite old, if its file date is
correct (1992). This wouldn't be a problem normally, but there's been a
reform of the German orthography some years ago which changed the
spelling of certain classes of words more or less radically, so the word
list is likely to be outdated and inaccurate - at least it's wrong with
all of the few examples I checked.
