#52 Different payment options by cart total

I think it could be useful to only allow certain
payment methods for totals over a certain amount.
I.E., use PayPal for anything under $2000 (so customer
doesn't have to have a PayPal account), and some other
option for over $2000 (which might incur higher fees,
so you don't want someone using it if they don't have to).
