#196 bow and crossbow improvements

Implements some of the changes suggested in FR 2820958 to improve bows and crossbows, namely
1. hunters start with +2 ammo in all cases (even rocks!)
2. bows and crossbows gain AC penetration; at skill 16 or above they should bypass AC damage reduction completely. This change only affects players, not monsters.
3. ammo from traps (needles, bolts, arrows) increased by around 60%

My initial impression is that +2 bolts are too strong, but since I used crossbow bolts it may be that crossbows are just plain strong in early game. Try to see if you can play a primary archer to late game with these changes.
