How to build something like -devel is operating system / distribution dependent. I maintain the Debian package for cracklib and use the Debian tools to build the binary packages. Maybe this [1] can give you some idea on how to do this. I'm sure there are similar things for other distributions (i.e. RPM spec files for RedHat or SuSE like systems). I don't know whether there is something similar available for AIX.
