The issue has nothing to do with cpufreqd. Cpufreqd doesn't actually
change the governors/freq. Cpufreqd is just the monitor and scheduler
for the cpufreq-set app. The cpufreq-set and cpufreq-info are apart of
the cpufrequtils ebuild.
