#7 Decision upon time

Perhpas you can make a Time Descision?
Because my default freq is about 800, 1200-1500 at
normal use and 300 minimal.
So i can say: "Ignore everything if it is after 1:00
and slow down"

Perhaps there has to be a nice Value to if more things
come together

Ok, I understand that it's time to give cpufreqd2 some more
attention :)
The almost full rewrite of cpufreqd should allow for such
monitors to be added easily :) (and a date monitor is
already being developed)
In the meantime I don't want to put much effort in cpufreqd1
so patches are welcome, but I'd prefer to release cpufreqd2
as soon as possible :)
