#17 Min time plugin

This plugin will require the current profile to be enabled for a minimal time. This is useful for cool down profiles. When a machine is overheating and cools down, it is going to get weird once it cools just enough to exit the cool down profile and then bounce between the cool down profile and the regular profiles. This would give the machine time to cool and get the temp away from the cool down profile wall.
