I am experiencing the same issue when I try to generate my makefiles using ./configure
I'm using cppunit-1.12.1 on a Red Hat Entreprise Linux 3.2.3 with gcc too.

I downloaded an older version of CppUnit -CppUnit 1.11.2- and it generated the makefiles properly using ./configure.
I followed the next step and compiled the sources using 'make' and it passed also.
The next step is about compiling and running tests using 'make check' and it fails for TestResultTest::testAddError. It seems that it is due to my current version of gcc. I will upgrade my gcc compiler and try again.
