[Cpptool-develop] Fixed cvs commit e-mail notification

    I fixed the cvs commit notification. We're now using a version of a
syncmail script that generates those notifications that is kept up to date
by the sourceforge team. So we shouldn't have anymore troubles.

    For notes, this is documented in sf doc CVS/Enhancing Project CVS

    Though, there is no public release that contains the bug fix (bug the
CVS should be ok).
