[Cpptool-develop] File level parsing has been checked in !

Hello together,

it's done - the first code for parsing at file level has been added to 
the repository.
Look at the tests in files "DeclarationParserTest.cpp" and 
"DeclarationListParserTest.cpp".
The List testing is not much, but I expect we will add there special 
cases of declaration combinations.
