So far:
MCWF: Htilde => U => J => Averages
Master: Htilde + J => U => Averages

In MCWF move J before the application of U, so that elements are required to implement Jtilde and ratesTilde.

=> all elements will work with Master (Exact::applicableInMaster can be deprecated)
