No, it means empty or no cache... In case of cppcms_scale, the cache size is defined by the cppcms_scale server, L1 cache size (internal cache) is defined by its size. Description cache system with cppcms_scale can work on two levels L1 the local cache that is validated against the server such that it allows not to transfer data if it is already locally cached.
