No, it is not, 

It supports Comet over long-poll and other non-HTML5 techniques.
Most browsers do not support this HTML5 feature and long-polling XHR is much more
reliable and supported among moder browsers.

However CppCMS provides generic sockets API so it can be implemented and integrated
to the CppCMS event loop, also there is no limitations to add WebSockets support to
CppCMS in future.
