#36 make public "class aes_cipher"

class CPPCMS_API aes_cipher in file ./private/aes_encryptor.h is hugely useful to end users. It will be nice to move it out from /private/ directory to some other directory or file where we can easily reuse methods encrypt() and decrypt().
