[cpp-netlib-devel] Sandbox added into SVN

Hi, all

I've discussed with Dean and decided to set up a sandbox outside the 
trunk. Since the word "network" is such a concept that covers a lot, I 
think everyone has his/her own ideas and reusable code snippets that 
might contribute to the project. (Shamelessly, currently I myself 
haven't got such pieces of snippets :-[ , but I'll squeeze my brain to 
contribute some :-) ).
