I'm no bjam expert but its not clear from the description what you're trying
to achieve. What include path are you referring to? cpp-netlib should
build out of the box as long as the environment variables BOOST_ROOT and
BOOST_BUILD_PATH are set.
As for your other point, I think its possible but I don't know how you might
do that with bjam. Perhaps asking on the Boost.Build list might help you
more: http://www.boost.org/community/groups.html#jamboost
