#24 Build in Apache 1.3.23 broken

The make step with Apache 1.3.23 returns (IIRC) "Break:
command rc=16777215" on the link step. It appears it
cannot handle long command lines.

This works on Apache 1.3.20. The tarball for 1.3.22 is
not on the www.apache.org site. I may have 1.3.22 on
RedHat 7.2 or be able to find in on a mirror somewhere.

Note: 16777215 is 0xFFFFFF. The real value is probably
a 32bit minus one. The apxs script reports the return
value shifted unsigned right by 8 bits.

This works in 1.3.22. This bug is already in the Apache Bug
Database (#7093 for Apache 1.3.14 and #7640 for Apache
1.3.19). Both of these bug reports appear to be open.

The link command in #7640 is not very long. In #7093 it is
long, but not as long as cPIA's. The length does not appear
to be a determining factor.
