#3 character set of SQL file not proper

The file comuni-italia.sql should contain special characters outside of the ASCII character set for the names of some Italian sites, e.g.:
(7,7053,'Pr?-Saint-Didier')

Instead a question mark is in the file at each of such occurrences.

I've tried to load the sql file in several different character encodings, but it stays the same.

Please repeat a proper SQL export.
