#3 follow does not respect second level dependencies

Hi,

I've tried to use cpanspec to generate a spec File for the Catmandu ( https://metacpan.org/pod/Catmandu ) Skript. In order to Track the neccasary Dependencies i've used the --follow switch (Several Dependencies are not available in my Distribution).
But none of the generated spec files can be build due to missing dependencies.

This was performed on an CentOS 7.5.1805 using cpanspec 1.78.

Please let me know if i can provide additional information relevant for this bug.
