#17 package-activated events on cpacman-side

Ideally this should be initiated by CPacMan - whenever a server receives a
> kernel upgrade it will flag that machine and a cron job will be generated
> after "confirm" - the cron job should auto disable itself once the kernel
> and rpm package versions match.

You might want to think about designing CPacMan so it accepts plugins (should this go into a different request?)
