Install seaweedfs when creating S3

Currently, if seaweedfs is not installed in a tenant, the user can still create an S3, but it will be broken.
Solution:
* When creating S3, if seaweedfs is not installed, install it.
* If user who creates S3 doesn't have permissions to install components, forbid creating S3?
