Currently fluxcd is deployed only once during installer startup, it should be updated like other platform apps.

Steps:
- allow overriding fluxcd values from cozystack configmap
- update installer

As there is currently no nice way to template values for a subchart in helm, there is no way to override chart values from a cozystack configmap (for other apps it is done by Helmrelease crd which are deployed by flux).

And it makes nearly no sense to constantly update flux deployment as it would not be modified in a runtime.
