#5 UC - Create a Network
Action: User creates a Network. The name must be unique.
Description: A registered user can create a Network, a place to share coupons with friends or like-minded people.
More info: Networks have a name and can be open or require an invitation. Networks can have discussions and tickets can be shared within the users of a network.
