Attached patch provides an option ("center remote screen") which allows to center the screen in fullscreen mode when the remote screen size is smaller than the current one.
Attached patch also fixes scrollbars reappearing (even when not necessary) when returning in windowed mode.
This patch is included in Chicken, a fork/revival of Chicken of the VNC:
