Code Redesign

Work has been slow as we've been looking at how to best restructure the frontend to make using COSIGN a transparent process whether you use the static XML files or the newer MySQL interface... and to be honest, we don't have a clean answer yet. The work indicates that we'll need to do a code cleanup before adding new features; we may fork the development tree for the time being to support the new implementation as we work on it.
