#12 Pre-built Releases are too old

JPEG Save support was added way back in 2004, but the most recent release is 1.0.2 dating from 2003.

SVN also has project files for VC8 now in addition to VC7, so that's another reason to cut a new release.

There should be a document in the source describing how to do a release - you're welcome to give it a shot.
