[Corelinux-develop] web update and debian update

I updated the web for the debian packages

A part that there is slight graphical modifications(in small news they 
provided references to their respective breaking ones) and
 a bigger internal one

I added two php functions whose name is quite self explanatory
the purpose is ease the addition of a new news while keeping the 
same layout for all news.

o add_breaking_news takes 5 arguments
  1- date
  2- title
  3- subtitle
  4- reference (will be used by add_small_news)
  5- the news itself

o add_small_news takes 3 arguments
  1- date
  2- reference to the breaking news
  3- short text
