#2 database host/port

I'd also like to be able to specify a host and port for
postgresql. In the previous support req, someone asked
about host and port of the database and the response
mentioned "The files to look at are config.php and
/includes/pgsql_database.php."

However, the pgsql_database.php file doesn't seem to
exist anymore, and the config.php file contains nothing
about host or port. How do I do this?
