Couple requests.  Can it be changed so that if the user forgets to choose a
user group that it doesn't default to "All groups" and spam everyone?

Also, this one probably wouldn't be too tough.  Add an e-mail address column to
the usergroups table, then make it so that if there is an entry in the e-mail
address field, it sends to that e-mail address instead of direct messages to
individual users.
