#77 shuffle from commandline or ini

Shuffle does not work properly, either from commandline
+shuffle or in ini Shuffle=1. The GUI shows shuffle
enabled, but then it has to be disabled and enabled via
the GUI to actually shuffle the playlist (-shuffle then
+shuffle doesn't work).
