#3 TCP/IP connection access

The CIA should have a TCP/IP socket based access, in
addition to the regular http access. The goal of this
secondary acces is to provide unsolicited status changes to
a connected client. In that mode, each time a device status
is changed, the notification will be sent to all active socket
connections.

The syntax should be XML fragment, closely matching the
ones normaly exchanged by the CIA web service.
