#2 Status Time Signatures

An optional item that is maintained by the CIA. Each
devices that registers to the CIA as the option to indicate
the time at which the status was valid, along with it
"leased" expiration time (the time when the status is
deemed unreliable).

If the device does not provide a time stamp, the CIA will
put one, corresponding to the received time.

Use of time signatures should be completely optional, both
from a device and from a client perspective.
