#333 Implement full-on browse for icon dialog

When specifying an icon for a tab, you can only specify the path to an icon file. Suggest that, instead, do something like the "Change Icon..." button in Windows Explorer (when dealing with shortcuts), so that the user can pick out a preferred icon.
