When the color is set to <0,0,0> for a flat or encarta style scrollbar, the color on the screen (as I see it) comes out a dark gray.

Ah - I see, it's not a solid color on the scrollbar, but a checkerboard pattern.

Would it be possible to have an option to have it be a solid color?

  I know. I'm limited by the API here. Even if you pass <0, 0, 0> as the background color to the function, the scrollbar gets the checkered pattern. It's like the scrollbar uses 16-color palette...

  I see. Oh well. I'll just have to choose complementary colors instead of trying to match them. I guess.
